I would be taking a look at the lower end lube. My small outboard doesn't exhaust at the prop.

what year is the motor mite make a differance.

safest way I know to mix is in a 20 liter jerrycan
400 ml of oil for 20 liters of gas for 50 to 1

have you concidered how much thrust you need for your size boat?
