Check your spool drag pins. It is very common for these to make a racket and chatter on a cast. They wear and get dirty. Clean and very very lightly, like put a spot on a q-tip and run it around the inside of the brake ring. this will clean it and lube it a bit for the brakes. Do it light enough and...

Its been broadcast for weeks that the only boats allowed on the river are emergency vessels. They don't want the wake from boaters damaging or splashing over protective barriers. It also would be pretty stupid right now.
