I have had some success flatlining for Lakers with a heavy spoon\jig spoon like a Crippled Minnow or Kastmaster; these lures get down a lot easier than some other baits, so you can let out less line. You can try the steep-deep Western shoreline (the opposite shore just Southwest of Democrat Island). I believe you're talking about Upper Buckhorn. If it was me, I'd steer the boat into Lower Buckhorn and fish weedbed edges with big bucktails for good musky action. Good luck.
