This "system" looks no different than a simple trailing hook (even if it's a circle hook). It is perfectly legal, don't see any problem.

What do you mean by saying "There are no trout in the Ottawa Valley"? No naturally reproducing trout or no trout at all? Just curious...
Actually the original question was more specific: "Calabogie/Renfrew County Trout".

Pickerel spawn in Green's creek, but move back to Ottawa river after spawning. In summer the creek holds only various minnows. I think some bait shops trap them there commercially.

You can drill as many holes as you wish, but you are allowed to use only two lines in winter. Are you talking about number of holes or number of used lines?

Yes, you'll see a lot of chironomids on some lakes at certain times, not everywhere. As for "get skunked" part, everybody get skunked one time or another. You'll be there too, no matter how good are your flies and how many of them you carry around.

In most general terms you need to imitate what is available in those lakes. The water temperatures are still pretty high, so it's unlikely that you see much of surface action.
