Probably grounds in your sockets. Shine them in with some steel wool. I use electrical anti-oxidation paste. I bought some at Home Hardware cheap.

Use glue lined heat shrink to water proof it. If you have a Fastenal store in your area they have real good prices on it.

I wouldn't use anything like Line-x. It'll be expensive and too hard to work with. There's different types of textured deck over paints available that are made for wood.
