The only fishing zone that you can ice fish while using dead minnows in Quebec (in the Ottawa area) is zone 25 along the Ottawa river.

Not going to mention where exactly because I don't want to encourage anyone... But it was on the Ottawa river. I couldn't believe my eyes at first. Be careful out there guys and gals.
