I've been fishing this line for 2 years i use a smal knife or a very sharp pair of scissors most the time. There scissors for doing crafts and fly tying scissors also work well!

I use baby nail clippers...If they are sharp they'll cut through everything...I went 1 step further and got an ID holder from staples and attach it to my belt...Always easy to find and available

I tried scissors and clippers, but even the sharpest ones failed to cut quickly, cleanly and without fraying. Now I just use the extremely sharp whitewater knife that's attached to my PFD. One quick pass and you get a nice, clean cut.

I bought myself a pair of Gerber Line Cutters, they are a little pair of scissors that seem to work very well, but i have only had them a short period of time and have know idea of how they will hold an edge.
