Perhaps not in Ottawa per se, but Bayview Bait and Constance Bay Baitshop in Constance Bay have them, as does Al's General Store on Hwy 17 @ Galetta Side Rd

BTS,The best idea is what Saskie posted.Galleta side road right on 17 has real good minnows :D Also the place that was on the river when you and I were at Catfest might be closer to you aswell?Not sure where it was now but those r the 2 closest places that come to my mind.
