For what it's worth, Ottawa cannot really be considered a small town. It's probably the 4th largest market in Canada behind Toronto, Montreal and Vancouver. If you want to focus on the core fishing products that Cabella's sells, one could make an argument that Ottawa would be the third biggest market behind Toronto and Montreal. The Vancouver market would be VERY heavily focused on salmon and trout and warm water species are generally a complete afterthought (they wouldn't even exist in the area if it wasn't for illegal stocking).

There are indeed challenges with opening a store like this in Quebec and if you think about Cabella's as a "destination" store, they could very well be looking at drawing from Montreal, which increases the market size immensely. Ottawa is probably also a relatively stable market, high average incomes, an outdoors minded area, etc. Combined with the other outlet stores that are breaking ground out in Kanata and the draw effect they would have, I can definitely see the logic in locating here.

Cabela can't be classified as a "Superstore" because they don't sell Dobyns rods.

If Cabela ever does decide to open a shop in Kanata, they better do so before ice fishing is banned on the 31 mile lake.
Otherwise, their winter ice fishing department would take a nose dive.

I'm positive he said Cabelas, but obviously the names got mixed up somewhere along the line. Oh well lol. I was right about most of it. It still brings forth my initial discussion point about how this might affect all the present retailers in the area. I guess we'll find out eventually.

Personally I can't wait for it to open! Never been to one before and this one is going to be massive. I don't think it will hurt local retailers too much because its in a area with limited bait shops CLOSE by. I will still be going to gords to get minnows anyways so this could be a win win situation for everyone involved.

So the town I was considering, has a population of 9,600 and was deemed unsuitable for a franchise license.

My reason is ...why would Cabela's or Bass Pro open a store in a city of 883,391 (2011 census) over say Toronto that has 5.5M people?

The demographics aren't even comparable!
The National Capital Region has a population of 1.3 million but the other factor is income and Ottawa has the highest avg income in the country.

It is Cabelas the reason i know this is Bass Pro is part of another devlopement in the same area.

Ottawa is one of the most stable market in Canada there is very little risk.

Well it's great to see it finally happening. I've been a fan since the 70's. Probably spent more on clothing than gear. Too bad it's a watered down version in Canada but will still be nice to not have to order.
