sliders on a downriiger

Is a slider on a downrigger rod still considered 1 rod? By slider, I mean a snap with a leader to another bait which snaps over your downrigger rod line. So basically you have 2 baits running off one rod. I'd be fishing for Lakers on Charleston Lake N.E. of Gananoque.

I am not the law, but Yes, it is one rod. Just have to keep your hook count at or below the legal 4 hook limit. Each treble counts as one hook.

100% certain it's one rod. You're allowed 4 hooks per line, meaning you could technically run up to 3 fixed sliders per line.
I know this because I fish this way lots and even contacted the MNR mothership to ensure I was legal.
