Help! Broken Head Bolt!

So after adjusting the carb mixture tonight i noticed a leak around one of the bolts on the head gasket. Took out the trusty socket put it on and didn't even start to turn it before the head of the bolt sheared off completely! It's sheared off even with the block.

Can anyone recommend a machine shop/someone in ottawa or surrounding area that would remove the bolt?

I'm not into removing it myself so recommendations would be a great help.

If you know someone who is a really good welder take it to them and have them weld a nut on to the bolt. Anyone who is a good welder knows what you will be talking about and usually the heat will help it come loose. It should only take a few minutes if you find someone who knows what they are doing.
