Deep water suspended bass
I want to start to fish more off shore and need advice on how to find and what techniques I can use to catch suspended bass down 20 feet in say 40 to 60 feet of water.

Are you talking about smallies roaming and chasing forage in the main basin ? More of a late summer to winter pattern.
Baits that imitate SHAD I find good such as Crankbaits, jerkbaits, tubes, jigging spoons in a lot of lakes around here.
A lot of the time they are not roaming and are relating to deep structure, hard to beat drop shotting then. Gotta luv it when they are roaming and aggressive, heck even top water over 60 fow can work. The seagulls can often tell you when the mules are active.

I've done well fishing suspended fish with spy baits or, calling them up to the top with big walking style baits 6-8"
