Perhaps when needed you could just stretch a bungee cord from the top of the pole downward to an anchor point on the transom to drive the pole down.

I grew up in Halifax and fishing saltwater was and is license free. However, with the closure of some of the fishery, recreational fishing was technically included though no one seems to be bothered as the mackeral fishing hotspots are still busy (and license free).
