If your talking the centre rib,and the hole near the stern, then yes i believe so.
For 162 the rib is riveted and there is a small hole near the stern end , lets water drain out that gets between the rib and the hull. You dont want any trapped water to freeze in the winter.

Mine has bunks which are great for loading and unloading solo ,, especially on steep ramps. I usually run about 30ft back when under 40ft down. When deeper i start to bring in tighter.. also i watch the cannon ball,, if i start to see arches approaching or leaving the ball ,, i try pulling in tighter.

You are probably fishing too deep. On opener weekend we fished our normal depths and got skunked, on the Sunday we flat lined in 25-30 FOW (with baits running about 10-15 ft down) and got 6 in couple of hrs. The surface temp was still only 54. It likely hasn't warmed up much yet to drive them deeper.
