The answer to why I would want to tag fish is simple. Data. I would love to really know how my fishery is doing over the course of many years. I'm a nerd.
I have contacted the QC ministry and am waiting on their response. Thanks guys.

I have humble boat. Just a little 12 foot Sea Nymph and a 6.5, and a transom mount trolling motor. I love it.
Just got a fish finder. I have everything installed, but my question is about the power source.

haha yeah I messed up the hold amidst the chaos and adrenaline... but I'm perfectly OK being used as the example of what not to do, if its teaches a few greenhorn anglers what to do.
