What are the differences from lodging

What are the differences from lodging PR visa onshore and offshore? Does anyone know what are the differences from lodging visa onshore and offshore? Does it make the processing time shorter if lodge in Australia than outside? If yes, how long will it take normally? Could I lodge the visa in Aus through family members ( Aussie citizens) or agency while i am not in Aus?
