here is the answer frome the mnr(quebec) in french. for winter fishing.
La Rivière des Outaouais, est située dans la zone 25.
Dans cette zone, le nombre de lignes autorisé pour la pêche d'hiver est de 5
(Sauf le Lac Témiscamingue où le nombre de lignes est de 2),
Tu as donc le droit d'utiliser jusqu'à 5 lignes dans la période comprise entre le 20 décembre et le 31 mars (C'est ce que l'on appelle la pêche d'hiver)
Cela n'a pas d'importance qu'il y ait de la glace ou non.
S'il y a encore des endroits à l'eau claire (non gelés) tu as le droit d'utiliser le nombre de lignes autorisé pour la pêche d'hiver, soit 5.
(Il faut quand même que ces lignes soient sous la surveillance constante et immédiate du pêcheur qui les utilisent)
Il y a fort longtemps que le règlement a été changé.
Plusieurs personnes sont encore sous l'impression qu'elles n'ont pas le droit d'utiliser plus d'une ligne à la fois lorsqu'il n'y a pas de glace.

Man they drink alot of "cinquante" over there.
if you could read the french response you could realy see that there is nothing about tip up or rod or ice or not.its just dates only...
so if guy see a guy after those dates wit 5 rods.its legal.if there 2 guys.10 rods.if you have a 30 feet pootonn wit 10 guys 100 rods all around.

a great debate. i prefer 2 rods for musky. its been flogged to death.. here on the great lakes in 08 it will be standard issue. for walleyes in erie to lake st clair. if the body of water can handle it why not. actually on erie walleye quotas for sportfishing are never met. commercial netters get 99.6 per-cent and anglers get o.4 per cent.. as for muskies 96.5 per cent are released. we had a biologist state we had to many muskies for the waters. . it really up to mnr and biology that proves the facts.

do you think the camera guy(s) can also put their rods out? of course they can!
so now, for ONE fishing host, they have the hosts's two rods, the guides two rods, the camera guys two rods, now we have SIX rods for one host....
its all about working the regs....

Ok Joco think of it like you are fishing with a buddy and you are taking turns. I guess you're fishing with 2 rods then as well. Only difference with a guide is that he'll be skipping his turn.
Hey when we are casting and I get a big fish on I'll offer it to the clients, I see it as a trolling fish. I mean these guys are paying me $500 a day to catch trophy muskies so I do everything legal to get them those trophies.
You should be complaining about the guides using 4 rods even if only with one client.
A lot of times guys go out and fish together and one guy offers his rod to the other and sometimes let him catch fish all day, same as guiding except the client's are paying for the extra rod.
BTW with my 8 years of guiding experience I can tell you now that I get to fish with 2-3 rods all the time that we're not catching that many more fish. If a fish is there and hungry it will hit the one lure it sees or one of the 3 lures it sees.

Actually I think it depends where you are and what type of fishing. For example on the BOQ I beleive you are allowed 2 rods per person if you are on the outside of the Glenora ferry. On the in side Picton Bay you are only allowed one rod.

i hope it would hrd..but last year we had open water till mid janurary and some part off the river is alwasy open (to mutch current).
