Fireball,
If you are talking the Bay of Quinte you may want to try the Carra Outdoors website at http://www.carraoutdoors.com/ They have finshing reports and guide service. I was new to the area so I went with the guide.
I would not go it alone unless you plan on staying on the tracks/trails that already exist. The ice ranges in the Bay from 0-12" with a lot of heavy snow on top. To make matters worse there are currents throughout the area and around the points. There are also pressure cracks and breaks some natural and others man-made by the tug boat.
I was out there this past weekend Sunday and Monday and the bite was off. According to the guys and the outfitters we ran into it has been off since Friday due to the weather change. I spent time in two spots on the bay but had the guide show me where to go.
I had my marcum flasher out and the bottom was full of biggies (big fat red bars that would rise up to the hook and then settle back down to the bottom) but they just were not interested in my bait and I tried just about everything in the box. I brought home a 3.5 & 2 lb'r with empty bellies (just not eating) so I know the Walleye will have to turn on sooner or later. One 4 lb pike however was plumb full of herring/chad.
It is big water so check with the tackle shops and trust the guides advice as there were a few unfortunate that fell through the ice this year already.
Good-Luck!
