Is Fitzroy harbour open to public?

Me and my cousins like to hang around someplace, for BBQ and such.

I was wonderin is the Fitzroy harbor open to public at this time?
We wanted to go to LacPhillipe first but called and were told its open starting may 15.

Any other areas recommended? 1 hour driving maximum.
