I think on the ice would be a bad idea out of respect for cottage owners though it would be minimal mess in the end....
When out on a back lake last weekend for Specks I started a small fire in between 2 big boulders....I see no issue with that at all.....just find dead fall and away you go....

Here is what I have been told. Any open air fire within the City of Ottawa, regardless of size, requires a fire permit. This is for a fire on land. A fire on the ice is an issue with MNR because of the potential for the garbage left and ashes which will eventually enter the water. They suggest a small campstove or Coleman stove for cooking. Fire in a drum is OK but the problem is most don't take the drum back with them when done. We had that happen two weeks ago. Drum was at risk of getting snowed over and then becoming a hazard for skidoos and ATV's.
