Here is the MNR's hot line:
Help Protect Ontario's Natural Heritage
Report Resource Abuse
The new toll-free TIPS-MNR reporting line,
1-877-TIPS-MNR (1-877-847-7667),
provides a direct line for the public to report resource violations to the ministry 24 hours a day, seven days a week from anywhere in Ontario.

I've witnessed poaching alot in urban areas. I think with their limited resources the MNR focus on problem areas, that could have to deal with economic problems if poaching got out hand ie: people stop travelling to the area. Also I believe they focus on areas that are somewhat fragile and need alot of protection to begin with.
But not to make light of the problem

hey if they want to eat fish out of the Detroit river then they will probably have to deal with bigger issues than fines and such later in life anyway so it kinda all works out in the end just takes a while

That's a real shame. We see it every year.

Sounds like the guy wasn't even trying to hide them or play dumb.
A real shame. By any chance did you talk to him and mention the bass were OOS -- ya know play act friendly and helpful and all?
(You probably wished you could whap him upside the head.)

This could become a much more common problem. From what I here from our local MNR office Premier McGinty is doing to the MNR that Mike Harris did to the MOE (and we all know where that ended)

Jebby be sure to get the guys plate #, or any other info you can. The hunting regs state " Your information will be used to help conservation officers investigate violations " so I would asume that maybe charges could be laid after the fact. I know MNR officers have more power than police officers as far as searches and that sort of thing go.
