24' grew 240,power trim problem

hello im thinking of buying this boat,the power trim does not work,the fella that owns the boat had the pump rebuilt,and told me it worked great for 3-4 weeks,BUT now it does not,when you press the botton to trim her up no noise,the fella installed the pump himself.
Do you think its a electrial problem???????????

I would think that even if it was rebuilt it should make some kind of noise[hum, click] if the electrical is hooked up correctly. You can also place your hand on the unit as you try to move it. It should get hot at least if it dosen't move....Larry
