You should install a water seperating filter on your boat. With todays high Ethonal content and more in years to come there will be more problems with moisture in gas. The seperator will help and once it is installed just chage the filter on it once a year. Mercury price is $97.95 but you can get a NAPA one for about $60. It is the same filter on the old Chevy block.

Mount it between the gas tank and the engine. You need to maout it to any flat verticle surface.
the gas line from the tank goes in one side and another gas line goes out to the engine on the other side of the filter. There is an arrow to show you which side is which.
They are very easy to understand and once you see it you will understand.

The filter does look like an oil filter but you need the whole assembly and just tell NAPA that you need a water seperating filter assembly for a 4.3L Chev marine block.

Do they have them for regular outboard 40hp Mariner. If so are they inline?

They can be added to any outboard or inboard engine as long as you can install it on a flat verticle surface between the tank and the engine.
