Hot maps question

My friend recently purchased the 2008 (I believe it the 2008 map) Hot maps card for his GPS on some bodies of water there are X's. My question is are these X's shoals or Hot fishing spots? We read the instruction book or he did and couldn't find any info on this subject. Your help is greatly appricated!
