There are many people who would say that storing them outside it fine... less rust risk apparently.

Seafoam... gas stabilizer... I would say a dry basement is the best option. Your garage looked dry enough to me.. Wood stove in there should give you plenty of dry heat!

I dont want anything in my basement that contains gasoline ( I sometimes get a bit of gas )
I love golf it keeps thousands of unworthy off the water

It all depends on the size of course.
But in general, check your gear lube to make sure that it is not full of water.
Fog the carb and spark areas.
I leave my 15hp Johnson 2 stroke as my others, outdoors, covered or in my garage which is little heated!!!.

im asking this question because my skidoo was stored on my grand pas lawn under a tarp.

and humidity got to the carb and now all hail has broke loose.

repair this repoair that.
my garage (not heated) is very humid.

i have to know.

That is why you fog, it gives the engine an oil lubrication that avoids rust etc...
What probably happened with your Grandpas' skidoo, is that it sat under the tarp for a long period when the spring thaw took place. You should have removed the tarp asap when the weather changed to warmer....
Think of an engine, as a vehicle engine, what would you do if you had to store it for a long period! Sometimes when you are unsure, it is best to ask as you have or just have a service department look after it.
