Below is the "official" reply I got form the city regarding Petrie hours and boundaries:
We looked into the inquiry with staff from the Parks & Recreation Branch and the Bylaw Branch of the City and can offer you the following clarifications. Petrie Island has been redeveloped and designated a City Park, as such it's hours of operation will be from 5am to 9pm. The park is all the portion of land on the other side of the causeway, prior to the causeway is it not deemed a City Park and as such the above hours do not apply. The City will shortly be deploying new signage providing various information to visitors including the the hours of operation and permitted activities. Staff will also be following up with Ottawa Police to ensure the Park information is clarified.

Petrie Hours
Well I know that there is another reason that they close Petrie Island off at a certain hour of the day... that is to ward off unwanted trespassers from the boat storage area.
My boat got riffled the other day and I lost both of my muskie rods after some idiots popped my rod locker door on my boat in storage area at Petrie. This is a prime reason that people want the hours to remain the same at Petrie.
Basically the owner of the storage area told me that they ran off a couple of guys they found trespassing... they were drunk and said that they were lost.
We don't want the park at the end to turn into the newest area where the youth of Orleans are going to start having their bush parties and trashing everything in sight once they get a couple of wobbly pops into them.
They are lucky that I didn't catch them in the shelter ....

its going to be a couple of idiots that ruin things for other people that take pleasure in being down there, wouldn't it be nice to catch them in the act eh seaweed, and open up a can of woop butt on them.and the way some of those young fellas drive down its amazing that nobody's got run over yet.I fish around petrie quite alot and I'm not shy to express myself when i see some a-- hole throwing garbage around or anything else i see thats not appropriate after all its the place that i choose to fish,
