It's these "human error" spills that the city gets fined for. I'm sure the city can expect to receive yet another fine from the province....only to passed along to us tax payers.

I don't know about the rest of you, but this really discourages me from fishing downstream on the Ottawa.
I think I will limit myself going as far as Victoria Island, as it is close to where I live. I will be practicing catch & and release.
This is shameful in 2009. Unfortunately, it is not limited to Ottawa. At this moment there are millions of dollars being spent in Toronto to clean up their sewage system.
never eating a fish out of the ottawa again! its to many times now up strem down stream across steam not eating them. hope the people who pour the raw seuage in there read this
Obviously what get's me is this idea of placing a fine on a government body... honestly, who's kidding who here? Fine a government agency and either services go down (lack of money) or taxes go up (pay for the fine)... or the fine was insignificant and nothing changes. So exactly how does that fine accomplish anything?
The most obvious effect, or lack there of, is this entire sewage problem/issue. Which really isn't an issue, otherwise it would stop. I think that at least 2 public servants should be abused if it happens again. No fines, no apologies, just take the two candidates and abuse them by shoving long over sized probe like objects somewhere. Maybe a Cadillac as an example.
I'm not being crazy, or unethical. Obviously we have to be consistent and fair on how we chose the two people who are going to get "abused". It would be completely unfair if it was random and we all want a society with rules. In this case we would need to look for someone who might have said this will never happen again... after the last time... Or we might want to pick a city council member who would be responsible for say sewage/waste systems...
I supposed we could do something along the "punishment fits the crime" line of thinking and make each of the responsible parties drink 1 liter of this raw sewage for each and every event. But I'm in favor of the repeated and painful abuse method as it has more "sticking power" that you just won't forget no matter how many hot showers you take...
A few months back I heared a city councelor on CFRA say to the effect that the sewage leaks do not include solid waste (feces, toilet paper ect) that stuff is imidiatly filtered from the sewage, but would be remaining liquid and some sewer (rain water) discharge. That is why it always seems to happen when we have a heavy rain. Like that makes it better. Also the last few sewage spills that have happened, the story in the paper will say a "contractor" left the line open. The city is passing the buck IMO.
Also I hear that after that time in '06 that no one reported it, and the city manager got fired, now they report EVERYTHING. so we hear about it more often. Apparently too Aylmer dumps a whole bunch more than we know about.
As for the Fuel spill. well I guess we can just scoop the dead fish off the top... eh? That sucks big.
I think that its quite pathetic that the Capital city of Canada is dumping sewage into a river in this day and age.... whoever was on city council back in the day when it was decided to postpone needed upgrades, should be made into fish bait!
They are full of it if they say that no solid waste makes it to the river. During our clean up a couple of weeks back we must've picked up 100's of tampon applicators. Firstly I don't know why they would get dumped and flushed but they were all over the place. How would the City explain that.
When hell freezes over, I'll be there icefishing!!!
