Going to Devil lake July 12th what are the best ways to catch lakers with out a down rigger. Any other tips for devil will be great

Try some 4" white and silver tubes with a 1/2oz or larger tube jig. You might try tying on a stinger treble hook so that it is hidden in the skirt. On your map look for the three >100' basins and start there. Setup a slow drift across these areas and vertical jig your tube on braided line and with a good jigging rod so you can feel the bottom and any hits.
Also, watch the locals out flat line trolling to see some other areas to try. There is one older fellow in a blue tinny, who looks like he fell out of Grumpy Old Men searching for Catfish Hunter, who knows what he is doing.

When you get your map, look for the 120' basin north of Turnip and Papoose islands....if you don't have downriggers, then I would recommend using lead core line, dipsy divers, or flat lining with snap weights using regular line...

Are you only there for the day or are you staying up for a while???...I might come up during that week..
