Would help to know

1) Manual or electric start
2) 2/ 4 stroke (if 2 stroke or mix or injected)
3) Size (hp)
4) Model and year

For starting issues I would start with plugs: when were they last replaced/cleaned gapped etc
if electric start when was battery last replaced/ charged?

Electric stard 60 hp. Evinrude mid 80s mixed.

Cn, thankyou for tge quick reply.

Im not sure how old the spark plugs are so thst is actually a good starting point.

Would you say that neutral and reverse issue is a separate issue from the poor starting? Or are they together?

plugs are a good place to start with your starting issues and yeah the neutral / reverse is a different issue

check and make sure your cables are adjusted well, sounds like your low idle needs to be adjusted, and your shifter cable may need adjustment as well, or your controls could be messed up. I just went thru this yesterday. Tuned my low speed and starts great now

I would also check your oil fuel mixture. Checking your plugs will tell you if your mixture is too much or too little oil

Type of steering?

Important on how you put the motor into gear. Problem could be in the control cables/box or in the tiller handle.
Problem could also be in the lower unit. Unless you really know how to tear apart the motor/gearbox best left to an expert
