Everything is cool with using perch for bait where i fish on the Larry. I e mailed the MNR and surprise surprise they replied the next day. Here is the conversation for anyone who is wondering....

Hello Steven Quartus: There has been no change in the regulations regarding the use of perch as bait in the St. Lawrence River, Zone 20. In adjacent Zone 18, only live or dead bait fish less than 5.1 inches may be used.
